Your new company
My Place is a new entity within the Council that acts as the managing agent for all the Council's existing land, property and infrastructure assets. Some of these services will be directly delivered by My Place; others will be delivered through sub-contractors such as repairs and maintenance; refuse; street cleaning etc.

Your new role
This role is responsible for leading the Property Management and Capital Delivery function that manages the relationships with property users. This role must ensure its services achieve excellence at a competitive price by April 2019.

What you'll need to succeed
Must be a qualified member of the Royal Institution of Chartered Surveyors (General Practice) or an equivalent qualification.

Sound working knowledge of Statutory Regulations, Professional Codes of Conduct and Government sponsored initiatives relevant to the land and Property service

Experience of successfully delivering large scale transformational change in service outcomes
Evidence of continual professional development
Extensive knowledge and awareness of personal responsibilities in the areas of risk management and health, safety and welfare, both in terms of self and others.
Substantial senior management experience of successful service delivery in a public sector environment. Experience in stock condition data management and analysis to develop efficient programmes of work. Significant experience of delivery of planned maintenance and major works schemes across a variety of assets.

Extensive experience in negotiating and influencing successful outcomes with a wide range of organisations and for commissioning and monitoring the work of consultants to achieve beneficial outcomes Able to demonstrate an inclusive management style, and an approach which recognises and embraces the diversity of others

A proven Innovator, able to demonstrate how through sound decision making and risk management they have contributed to innovation or developments that have influenced performance development.
Results driven, able to define own role and contribution to achieving improvements and delivering benefits at a local and organisational level

A key activity is the implementation of a clear strategic vision for My Place that meets the Council's agenda for growth and development, supports the aim of building public engagement and greater responsibility and civic pride alongside excellent customer services and service delivery for all residents and service users

Your key deliverables are:

Take overall responsibility for ensuring robust asset data of the Council's existing asset portfolio and creation of a single view of all Council property-related assets.
Lead on the development of an 'intelligent client' for the Council that delivers excellent asset management and capital programme delivery to protect the Council's asset value across all Council assets.

Lead on the development of a lifecycle asset management approach for all assets based on scenario works packaging, timing and cost modelling analysis as well as cost/benefit modelling against income and investment. To understand the overall asset investment needs across the portfolio.

Lead on the development of an ongoing 5-year detailed capital programme for the Council's property and land assets and infrastructure, in consultation with key stakeholders, partners and clients, that meets the Council's strategic objectives and within the Council's available budget.

Ensure the development and delivery of a procurement strategy and plan to deliver best value for the Council and the most efficient delivery of capital work across all assets.

Establish a professional capital delivery team and to lead on the project management, procurement and delivery of the capital programme once approved by Cabinet, including all consultation, communication and recharging processes, ensuring quality improvement work is delivered to time and on budget.

Manage the successful delivery of capital works - both planned maintenance and major works - for all existing council assets, acting as the Council's client, and ensuring schemes are delivered to time, budget and high quality.

Act as the Council's expert in property, land and infrastructure maintenance and management, providing advice to senior management and members as required.
